NYC DOE Promotion Policy Overview
Promotion is determined by whether students have demonstrated proficiency in the knowledge and skills needed to be successful in the next grade. As outlined in Chancellor’s Regulation A-501, students are assessed using multiple measures, including but not limited to:
- Report card grades
- Diagnostic and standardized test scores
- Writing samples, projects, and assignments
- Overall academic progress
Promotion Timeline
- Fall: Teachers share promotion benchmarks and student progress during parent-teacher conferences.
- Winter (January–February): Families of students at risk of not meeting promotion criteria receive a Promotion in Doubt (PID) letter.
- Spring: Families receive updates through report cards and conferences.
- June: Promotion decisions are communicated in writing.
- July: Students who are not promoted attend summer school.
- August: Final promotion decisions are made and shared with families. Appeals may be submitted in writing to the superintendent for review.
We encourage families to stay engaged with their child’s progress and reach out to school staff with any questions about promotion requirements.
Sincerely,
Dr. Liza Ortiz
